Building for the Future: Construction in Higher Education

The higher education sector in California is seeing many of the same growth strains of other markets. Growing enrollment and aging facilities are driving some institutions to expand while others are focused on strategic renovations to improve the campus environment. Many are doing both – and then some. Our expert panel of will talk about their current construction program and capital projects moving forward, touching on what is working as well as how they would like to see project procurement and delivery improve. The panel includes:

Dr. Justin Reginato, Ph. D., Associate Vice President of Facilities Management, California State University, Sacramento

Dr. Justin Reginato is the Associate Vice President of Facilities Management at California State University, Sacramento (Sac State), where he also serves as a part-time instructor in the Construction Management Department. Sac State's Facilities Management Department operates over 2.7 million square feet of assignable campus space and is managing over $250 million in new construction. Prior to his role with Facilities Management, Justin was an Associate Professor at Sac State, having started teaching on the campus in Spring 2009. His past industry employment includes work as a construction consultant and actively serving as an expert witness for construction disputes and claims. Earlier in his career, Justin worked in project management, estimating and geotechnical engineering design. Outside of the engineering and construction industry, he managed drug and diagnostic development projects in the biotechnology industry and has served as President and Chief Executive Officer for Glycometrix, a Sacramento area biotechnology start-up company. He continues to advise early-state start-up companies.

 

 

Priscilla Meckley-Archuleta, LEED Green Associate, Executive Director – Facilities: Real Estate Management, Physical Planning and Space Management, University of the Pacific (UOP)

Priscilla is a skilled program and project management executive with over 30 years of successful experience managing complex projects and programs in the design and construction industry. She has worked in executive administration staff roles, as an independent consultant, in a small internationally known specialty design-build company, and at a medium-sized award-winning architectural firm. Priscilla has focused on educational building projects and programs since 1994 when she joined the staff at the Colorado State University – Pueblo. She was one of the management team leaders at the University of Minnesota during the historic $1.1 billion capital improvement program in the late 1990’s/early 2000’s, was Director of Facilities Planning and Development with the Los Angeles Community College District on the $2.2 billion Prop A/AA bond program, and was a senior-level manager on two additional bond programs, including her role as Program Director for the Long Beach Unified School District’s $1.2 billion Measure K bond program. Priscilla has been with UOP since 2012 and oversees the major projects design and construction program and space management initiatives for UOP’s sites, including lease and property management.
