Sacramento Transportation Updates Luncheon

Join panelists from Caltrans and Sacramento Regional Transit to discuss several major transportation projects in the Sacramento region to alleviate congested freeway corridors, as well as the impact of the November election results. A general overview of projects within the Caltrans North Region will be presented along with specific project case studies along US 50 and I-5. Caltrans’ collaboration with Regional Transit and local municipalities will also be highlighted, as well as upcoming procurement opportunities.

Karl Dreher, North Region Division Chief of Project Development, Caltrans

Karl is the North Region Division Chief of Project Development with the responsibility for managing the North Region’s offices of Design South (Marysville/Sacramento); Engineering Services (Hydraulics, Office Engineer, Landscape Architecture, Stormwater); Design Northwest (Eureka Design, Office Engineer, and Engineering Services); Design Northeast (Redding Design, Office Engineering, and Engineering Services); North Region Surveys, GIS, R/W Engineering; and Capital Outlay Support Program Management. With Caltrans since 1988, Karl started as Junior Civil Engineer in Caltrans District 3 (Marysville) and has assumed many other assignments, including Caltrans Headquarters Divisions of Project Management, Environmental Engineering (stormwater and noise studies) and Design as a Project Delivery Coordinator for Districts 7 (Los Angeles and Venture counties) and 12 (Orange County).

Using his 30+ years of experience, Karl is responsible for the development of capital projects with Caltrans North Region (Districts 1, 2, and 3). He manages a staff of over 600 employees in many different disciplines and delivers hundreds of projects a year throughout Northern California. A registered Civil Engineer in California, he graduated from California State University (CSU), Sacramento in 1987 with a Bachelor of Science degree in Civil Engineering. He also earned a Bachelor’s of Arts degree in Physical Geography from CSU Northridge and a Project Management Certificate from CSU Sacramento.

 

Sutha Suthahar, Project Manager of Major Projects, Caltrans District 3

Sutha has over 21-years of civil and transportation engineering experience combining state, private consulting, and university research. He earned his Bachelor of Science degree in Engineering from the University of Peradeniya in Sri Lanka and Master’s degree in Civil Engineering from the University of Nevada, Reno. Sutha worked for over 9 years performing transportation engineering and research for engineering firms in Reno. He served as the QA/QC Manager for the FHWA-funded research project named Long-Term Pavement Performance (LTPP) for more than four years while with NCE. He has authored various research papers and articles on the subject of pavement and materials engineering.

Sutha joined Caltrans in 2006 and worked at the Office of Travel Forecasting and Modeling in District 3 where he was responsible for performing transportation analysis, macro and micro modeling traffic simulation, traffic forecasting, and benefit/cost analysis for various projects. Sutha moved to Program Project Management in 2011 and was promoted as Branch Chief for the DES-OE Quality Management Program in 2013. Sutha transferred back to District 3 in January 2014 and has been serving as a Project Manager for Major projects.

 

Neil Nance, Vice President of Strategic Planning and System Development, Sacramento Regional Transit District

Neil oversees Systems Design, Construction and Facilities Management, Project Management and Transit Oriented Development, and Long-Range Planning. He joined SacRT in August 2016. Previously, he was the Assistant Vice President, Engineering and Capital Programs for the Jacksonville Transportation Authority in Jacksonville Florida. He is a professional engineer with licenses in Florida and Georgia. Neil has developed broad progressive experience in the areas of planning, engineering and program management while employed in both private and public organizations throughout his professional career. Neil has a proven track record in delivering facilities, roadway and transit projects on time and within budget. He brings team building, mentoring and coaching expertise to SacRT.

Neil is originally from South Carolina. Nance is an alumnus of The Citadel, The Military College of South Carolina, with a Bachelor of Science in Civil Engineering. In Neil's free time, you can usually find him engaging with the community's youth by coaching, advising and mentoring.
