Please join us for our West Sacramento client panel when we will be discussing current and future projects, lessons learned, and upcoming procurement opportunities. In addition, there will be some discussion on challenges, what has changed for our panelists, and what they are seeing on the horizon as it pertains to their profession and industry.


About the Speakers:

  Vin Cay, PE | Capital Projects and Transportation Department, City of West Sacramento
Supervising Engineer. Vin has worked in private industry and the public sector for over 25 years, including the last 17 years with the City of West Sacramento. He has acquired a broad range of experience in community development, public works engineering and transportation management. Vin manages the Engineering Division of the Capital Projects and Transportation Department, which is responsible for project implementation from conception to construction closeout, as well as citywide traffic engineering. A primary focus of his work is delivery of projects valued at $70 million in the next two years. Vin received a Bachelor of Science in Civil Engineering from the University of California, Davis.

  Sarah Barkawi| Fulcrum Properties
Vice President, Marketing. Sarah manages all marketing and design efforts within the company. This includes all properties owned and managed by Fulcrum Property, as well as the Fulcrum Property brand. Prior to Fulcrum Property, she has spent five years working in directorship roles at some of the most visionary design and advertising agencies, overseeing all client projects, strategy, marketing efforts, and budgets, as well as managing a team of direct reports. Prior to that, she was a Project Manager working for Bank of America in the IT department, where she was formally trained in Project Management methodologies, rounding out her professional toolkit. She is a CSU Sacramento graduate and sits on the board of directors at the Verge Center for the Arts.
     

 

Jenna Abbott | The River District
Executive Director. Jenna is a creative business developer with a strong background as a leader and entrepreneur. She has spent her career working with both for-profit and nonprofit entities who wish to create strong pathways to success. Her ability to deliver complex projects on time and on budget and to form relationships that benefit her employers have led to many accolades and awards. She holds a designation as a Certified Zero Waste Practitioner completed in 2018, was named the Sacramento Police Department’s Business Partner of the Year in 2016, was awarded both the California State Assembly Nonprofit of the Year and the Martin Luther King Changemaker Award in 2015, and was chosen as the Sacramento Kings Community All-Star Award in 2014. Jenna is a graduate of the Sacramento City Management Academy and the FBI Citizen’s Academy, an alumna of Leadership Sacramento, and has travelled to Washington DC as a delegate on the Metro Chamber’s Capitol to Capitol program every year since 2013.

Vice President / Business Unit Manager. Dennis

co-founded Drake Haglan and Associates in 2007 and currently serves as the Vice President and Business Unit Manager for Dewberry | Drake Haglan’s Northern California offices. With over 30 years of experience, Dennis specializes in project finance and innovative delivery methods on major transportation projects. A graduate from UC Davis, Dennis spent eight years at Caltrans as a Structures Representative, Resident Engineer, and Structures Local Assistance Engineer, where he provided oversight for the federal Highway Bridge Program (HBP). Currently, Dennis is the Project Manager for the Sycamore Trail Phase II & III Extension for the City of West Sacramento which includes a new bicycle and pedestrian overcrossing at US 50.
